News Desk: In the proposed budget for the 2026-27 fiscal year, an allocation of Tk 1,039 crore 54 lakh 26 thousand has been approved for the operational and development expenses of Bangladesh Medical University (BMU). This is approximately Tk 63 crore higher than the previous year. However, the budget contains a deficit of Tk 105 crore 46 lakh 19 thousand.
The allocation was approved during the university’s 29th budget session at its 100th Syndicate Meeting yesterday. Treasurer Professor Dr. Nahrin Akhter and Director (Finance & Accounts) Khondokar Shariful Hasan Ratan shared this information during a press briefing held at the university’s Dr. Milton Hall at noon.
They stated that Tk 634 crore 80 lakh will be sourced from the Ministry of Health and Family Welfare, Tk 136 crore 28 lakh 7 thousand from the University Grants Commission (UGC), and Tk 136 crore from the university’s internal revenue.
🎯 Key Priorities: Modernization and Cost Control
It was highlighted at the briefing that the budget was formulated with a realistic, development-oriented, and public welfare-centric approach to build a healthy and prosperous nation. Keeping the growing challenges of the healthcare sector and future demands of modern medical education in mind, the budget prioritizes medical services and research while adhering to a “Cost Control and Cost Reduction” expenditure policy.
Special emphasis has been given to:
- Curriculum modernization for educational and academic development.
- Digital classrooms and e-learning.
- Increasing research grants.
- Integrating modern medical equipment.
- Launching Electronic Medical Records (EMR).
- Allocating extra funds for free medicine distribution.
💊 Healthcare and Free Medicine Allocation
- Tk 20 crore has been allocated to provide free medicines to outdoor and indoor patients, up from Tk 12 crore in the last fiscal year (it was Tk 3 crore in the 2024-25 fiscal year).
- Plans are underway to provide essential medicines completely free of cost to hypertension and diabetes patients.
- Critical ICU injections like Meropenem, saline for indoor patients, and oral antibiotics will also be supplied free of cost.
🔬 Medical Equipment and Oncology (Cancer Care)
- A budget of Tk 90 crore has been designated for the MSR (Medical and Surgical Requisites) sub-sector, which is Tk 47 crore 33 lakh higher than last year, to align with modern medical practices.
- A special allocation of Tk 76 crore has been approved to replace a long-inactive Linear Accelerator machine in the Oncology department and to procure two new state-of-the-art Linear Accelerator machines. This is expected to be a milestone achievement in cancer patient care.
- An additional Tk 10 crore from the university’s internal revenue has been allocated for medicine and infectious disease control to meet hospital management needs.
📊 Research, ICT, and Digitization
- Research Fund: A total of Tk 28 crore 5 lakh has been allocated (Tk 22 crore from the Ministry of Health and Tk 6 crore 5 lakh from internal revenue), which is Tk 7 crore 70 lakh more than the previous year.
- EMR Implementation: Tk 7 crore has been allotted from internal funds to automate and digitally record all medical documents via Electronic Medical Records (EMR).
- ICT Sector: The budget for Information and Communication Technology has been raised to Tk 5 crore (an increase of Tk 1 crore 80 lakh). Additionally, Tk 1 crore has been allocated for the e-Logbook sub-sector.
🏗️ Development Budget (Tk 4,368 Crore 34 Lakh)
The proposed development budget includes funding for several major ongoing and upcoming projects:
- Accredited Lab, Research Center, and Administrative Building: Tk 3,738 crore.
- Central Stem Cell and Research Center: Tk 304 crore.
- Population-based Cervical and Breast Cancer Screening Program (including electronic data tracking): Tk 188 crore 49 lakh.
- Bone Marrow Transplant Center: Tk 93 crore 86 lakh.
Hepatobiliary and Liver Transplant Center at the Super Specialized Hospital: Tk 43 crore 99 lakh.
Student Housing: A proposal has been made to construct a Multipurpose Residential Hall to provide adequate housing for students. The university’s Planning and Development department will formulate a DPP (Development Project Proposal) to estimate the exact costs, and funds will be allocated accordingly by the Ministry of Health.
Other Miscellaneous Allocations
Scholarships and Stipends: Tk 227 crore 47 lakh.
Patient Diets (Food): Tk 18 crore.
Public Works and Maintenance: Tk 15 crore (including Tk 7 crore from internal revenue).
Training Expenses: Tk 2 crore 10 lakh.
Printing and Binding: Tk 2 crore.
Books and Journals: Tk 1 crore 30 lakh.
Previous Budget Performance: In response to a query, Director Khondokar Shariful Hasan Ratan and Treasurer Nahrin Akhter stated that 78.97% of the Tk 976 crore allocated for the 2025-26 fiscal year has already been spent. They expect the remaining funds to be fully utilized by this August.
